Performance Assessment of Metropolitan, Municipal and District Assemblies (MMDAs) in the Western and Central Regions using the Functional and Organisational Assessment Tool (FOAT):We conducted performance assessment of MMDAs of MMDAs in the two regions using the Functional and Organisational Assessment Tool (FOAT). The assessment covered the following thematic areas: planning, budgeting, finance, management and organisation, transparency, fiscal capacity, procurement and financial management. Based on the assessment, we identified and prioritized capacity building needs of MMDAs.

Design of a Functional and Organisational Assessment Tool (FOAT) and Process for Local Government in Ghana:In conjunction with Local Government Denmark we designed a Functional and Organisational Assessment Tool (FOAT), facilitated a training programme for the pilot testing team on the objectives of the FOAT and how to conduct the performance assessment of MMDAs using the tool; supervised pilot testing of the tool; designed draft implementation guidelines accompanying the FOAT and management and financing modality for the FOAT. The FOAT is to be used as a basis for accessing the District Development Fund to be introduced by the Ghana government with support from development partners.

Development of Indicators for Performance Monitoring of District Assemblies in Ghana: we conducted a series of nationwide consultation process and developed performance indicators in the areas of management and organisation, human resource management and development planning. These indicators were fed into the design of the Functional and Organisational Assessment Tool (FOAT).

Study on Decentralisation for Implementation of Water and Sanitation Services in Ghana:  We analysed the decentralisation process in Ghana and its potential impact on water, sanitation and hygiene services in Ghana and determined arrangements and processes necessary for effective involvement of District Assemblies as key institutions for sustainable delivery of outputs in the sector.

Temporary Assistance to District Assembly officials in Greater Accra Region:We trained the core management staff including heads of decentralised departments of Dangme East, Dangme West and Ga District Assemblies and Tema Municipal Assembly in the Greater Accra Region community selection procedures; project planning, design and appraisal; procurement and financial management; and supervision and monitoring of civil works.
